base_action_rule no check on trigger date, action is launched each

Bug description:
Hello,
I have defined some automated actions base only on the deadline date.
It works fine. But, when I'm on a the ressource and I change the state, my
action is called although my time is not spent.
It seems to be in check method of base_action_rule. This method doesn't
verify condition on date.
