not a bug, that's because the chart of account is automatically loaded
when the l10n_be module get installed, thus you cannot load it a second
time manually.
I'm closing the bug and merge prop.

cannot install belgian chart of account for "Your Company"

Bug description:
tested in local and runbot. In a db not _all
Install sales -> install the belgian chart of account (accounting
wizard 1) -> you can't select "Your company" in company field to
install belgian chart of accounts template
