hr_payroll_account should depends of account_accountant.

Bug description:
If hr_payroll_account is to configure accounting in payroll, and
accounting is activated in an advanced way by account_accountant
module, is clear we nee the second one to use the first one, to avoid
reprogram all access rules already enabled on account_accountant.
