[7.0][base][regression] state_id in address form isn't restricted to
selected country

Bug description:
Reproducible on Runbot:
select edit a partner like Agrolait end edit its address: you can choose any
state, for instance an American state while the selected country is Belgium.
It's an easy fix, just add a domain restriction in the XML of the view.
