[Trunk] Budget module do not convert debit amount into negative amount

Bug description:
Hello,
I did a quick test on budget module and I was surprised to see that
all data are in absolute value. I could live with that if the RML
report was not so basic (it simply add up budget positions whatever
their nature : expenses or revenue...No positive nor negative sign)
See attached printscreen. (in french : Achats = purchases and should
be negative ; Chiffre d'affaire = Turnover and should be positive)
In my view, you should add a negative sign on debit value (and credit
amounts remains positive)...unless you find a better option.
