[7.0] purchase invoice line bad vat

Bug description:
When I create a purchase invoice and add a line, the default value of
VAT is TVA-VT-19.6 or in my accounting configuration is TVA-HA-19.6
in "Configuration -> Configuration -> Accounting -> Default purchase
tax"
module installed is french accounting : l10n_fr
