Hello Amit, i suggest put this over group configuration access, not under debug mode, debug mode actives developers tools and functional users dont needs this.
Set as default is used to configure system in any instance but just users with this access can do it. If you can improve set default actually needs to many clicks and open a new window to set just *one* field and here user must has the chance to set all allowed fields or do this from the same form but if second way is chosen right click in form can helps.
