[Purchases] Purchase Pricelist should be visible on partner form when
enabled, even if sale pricelist is not enabled

Bug description:
1. Install Purchases
2. in Settings => Configuration => Purchases, activate "Manage pricelist per
supplier"
3. Open a customer/supplier form, the "Purchase Pricelist" field is not
visible in Sales&Purchases tab, Invoicing Section.
4. Now go to Settings => Configuration => Sales and click on "Use pricelists
to adapt your price per customers"
5. go back to a supplier form: you will see both Purchase Pricelist field and
Sale Pricelist fields
This is bug, needs to be solved to achieve the following result:
- When checking "Use pricelists to adapt your price per customers", only
Sales Pricelist must be visible in partner form
- When checking "Manage pricelist per supplier" in purchase settings, only
Purchase Pricelist must be visible in partner form
