In OpenERP 7.0, with the module project_long_term installed.

1) Go to "Project > Project > Projects".
2) Create a new Project called "Pr001".
3) Click on "Phases" in the project form view.
4) Click on "Create".
5) Create a new Phase called "Phase 001".
6) In the Phase form view, click on "Start Phase".
7) In the Phase form view, click on "Done".
8) Note that is not possible to reopen the Phase while if we go to "Pr001" we 
can Start the project, then Close it and finally Re-Open it. A more consistent 
workflow would be to allow Phases to be Re-Opened.
