I must do a little more investigation. It seems that it is connected
with rounding sets on UOM.

OpenERP V 7.0 - Accounting - Supplier Invoices
Settings :
-Decimal accuracy "Account" = 2
-Decimal accuracy "Price" = 3
Product:
Inventory Valuation=real time
Costing Method= Average price
All five accounts on Accounting tab of product (or category) must be properly
set.
Add this product to Invoice. Set product price to 0.650 and product quantity
to 73.899.
Save the Invoice .
Validate Invoice.
OpenERP will raise an Error : You cannot validate a non-balanced entry........
This is total nonsense !. Invoice is OK and all account_move_lines are
automatically generated by OpenERP .
I have done a little investigation and problem is in rounding for Price
Difference Account in account_invoice.action_move_create.
