You have been subscribed to a public bug: Summary: You can set a filter to "Use by default" when you save the filter but you can't disable "Use by default" afterwards. Or, if you save a filter without enabling "Use by default", you can't go back and enable it. The only way I see is to delete the filter and start over. Also, when saving a filter, the system should not allow an empty field for the filter name.
