Yes , you may be right, that you were facing this issue. But this issue
has been already fixed. So, would you please check this with fresh db
rather then imported db.
So, currently I am closing this issue, if still face this issue with
latest trunk and 7.0 then you can reopen it with more information.

Bug description:
User with full access can't create projects.
Saving new project I recive the following error:
Access Denied
The requested operation cannot be completed due to security
restrictions. Please contact your system administrator.
(Document type: Project, Operation: read)
Account I'm using is:
- Employee
- Manager in Project Management
- No Portal / Anonymus flag
