Wrong in currency base

Bug description:
1.-Steps to reproduce the issue you have observed
Set currency with id=1(EUR) like base=True
Add new rate_ids to currency with id=3 (USD), with date='01-01-2012' and
rate = 1.4
Create invoice customer with date_invoice='01-01-2012' and currency_id = 3
(USD)
Add one invoice_line and validate
2.- The result you observed
Error!
No currency rate associated for currency 1 for the given period
3.-The result you expected
Should not show error because the currency 1 is base
(Build 21137)
