For the record, this bug was in the server and was fixed at revision
5059 rev-id: [email protected]. During
module installation it was skipping some configuration wizards.

Bug description:
When you install account or any of the modules that depend on it, the
"Configure Accounting Data" configuration wizard appears. If you
select "Spanish Charts of Accounts (PGCE 2008)" on "Accounting
package" and click on "Continue", it is expected to show the following
wizard called "Set Your Accounting Options", where you can select one
of the three possible charts of accounts. But instead you return to
the interface and nothing has been installed (account, taxes and so
on).
You have to enable "Technical Features" on the user, go to Settings >
Technical > Configuration wizards > Configuration wizards, set as
"Todo" the "Set Your Accounting Options" line and run it, obtaining
the desired wizard.
