After removing users OpenERP still says that there are more than 3
users and requires payment

Bug description:
1) Steps to reproduce the issue you have observed
1.1 - Add 4 active users and try to install one click module.
1.2 - Remove users
2) The result you observed
2.1 - After the users are removed (only 2 users remain) it still requires
payment to use
"The apps platform is not free, it costs $39/user per month for all these
services. "
and it still reports 4 users, instead of 2.
3) The result you expected
3.1- That the users would be correctly updated to 2 and I could use OpenERP
one click install once more.
4) The platform you are using (and browser version, if relevant)
4.1 - Windows, Firefox and Chrome (latest stable).
5) The OpenERP version you are using (e.g. 6.1.1-20120910-233309), if
possible including the specific revision (e.g. r.2824) if you use the source
repositories.
