Non Admin Users can no longer create notes

Bug description:
Steps to reproduce:
1.) on runbot login to the latest 7.0 branches (all addons) as admin
2.) Create a new user (with all rights even admin rights)
3.) login as this newly created user
4.) try to add a new note - when you try to save the note you get this error
message:
Access Denied
The requested operation cannot be completed due to security
restrictions. Please contact your system administrator.
