Restarting the iscsi service did nothing, but I wiped the volumes and
recreated them with lowercase labels and now I can connect fine.  Thank
you both for your assistance.

I see the problem, you should not use capital letters. PV, iSCSI target
should be in lowercase.

At least that's what solved my problem

Hi Ryan,

Try restarting the iSCSI service after creating an iSCSI volume. I know 
this works and others on the list have managed to get it functional too.
