Jason I don't disagree with your conclusions, however the core point I was making is that testing for OE issues is one step on the way to finding out where [and how] the problems reported at the root of this thread are originating, and as a by-product, it's possible that switching off OE might cure those problems.
Afaiac Intel NICs work first time every time out of the box, and usually work with almost every make and model of switch known to man and techno uber geek, so selecting one of them is pretty much a no-brainer, especially given that these days they're pretty cheap.
