Are you using the ports as GE or 10GE? Try connecting the modules back to back (from one 3290 port to another 3290 port) and see if it brings up the link.
We have qualified quick a few modules, including Finisar, AOI, and Avago. Even though the quality of modules vary, we haven't found any module completely incompatible.
