The dissector is contained in the openflow git. You can get it by 'git clone git://gitosis.stanford.edu/openflow.git' or visit the website http://yuba.stanford.edu/git/gitweb.cgi?p=openflow.git;a=summary and download openflow-1.0.0 And you can find it under branch utilities/wireshark_dissectors.
