I don't know of any tutorials on building a controller from scratch, the URL I listed provides source code to two controllers you can use out of the box: NOX and Beacon, and instructions on obtaining them. I believe the tutorial also has instructions for using Mininet, which is distributed as a virtual machine containing software OpenFlow switches you can connect to the controller.
