There *has* to be a control plane.  With SDN, it doesn't have to be in the
switch, it can be in the controller.  If you want to interface with
"standard" switches and routers at the edges of your OpenFlow network, the
controller is going to have to receive and send standard L2 and L3 topology
discovery messages, and they probably want to ingress and egress from the
switch ports.  If you have an OpenFlow "walled garden", then no, the
controller doesnt have to interface with traditional switches and routers,
and you can do whatever you like in the controller to build L2 and L3
forwarding behavior.
