I think you can match the outermost label, write a specific meta data, pop 
mpls/lable, apply-action, and goto the next table to match the inner mpls 
label

[openflow-discuss] Matching on multiple MPLS/VLAN tags






Hi,

The Openflow 1.1 spec( page 9 and 10) says that an Openflow switch 
performs matching operation on attributes of outermost MPLS/VLAN header 
and skips remaining MPLS shim/VLAN headers. I was wondering if there is a 
way around it, to perform matching on both the outer and inner headers? Is 
modifying the implementation the only way out?
