I don't know if I get correctly your question. Anyway, I'll try ;)

The communication between switches and controller(s) is ususally based on TCP active connection from switches to controller. The controller has its own ip address accessible from the switches. Typical ovs-vsctl show command on open v switch is "tcp:xxx.yyy.zzz.www:6633".
