Hi,
do you want to simulate or emulate? Because mininet is an emulator, not
a simulator.
If you really want to simulate, you may want to have a look at ns3
(http://www.nsnam.org/docs/release/3.13/models/html/openflow-switch.html)
But actually, i am confused by your sentence "I have to simulate a
network with OpenFlow that uses routers instead of switches.". What
exactly do you plan to do?

You say simulate. You could look at the ofsoftswitch reference and use
a controller that is running a script that converts the script into a
l3 switch.
It will be slow but you say you just want to simulate.
