That contains only stable versions tags. Version 1.11.0 is development
release
of the next stable version of Wireshark - version 1.12 with an ETA of
June 2014.
Note that Wireshark stable versions have even branch numbers - 1.0, 1.2,
1.4,
1.6, 1.8, 1.10 - and are usually announced/released during Sharkfest
(the Wireshark
conference).
BTW they have just announced a new development version: 1.11.1.
Unfortunately the MacOSX installer appears to be broken.
