What is the normal behavior supposed to be for OpenDaylight with default
settings?

OpenDaylight hasn't even been released yet so I'm not surprised that there's conflicting documentation. There are also different flavors (1.0 vs. 1.3, MD-SAL vs. not) which may have different default behavior. I am inclined to agree with Tim's suggestion to use a more mature controller like Floodlight, Beacon, or POX.

Also, I've heard a bunch about programmatic access to the network. How
can I get programmatic access to the controller? I would like to run my
own SPF algorithm for example against the abstracted topology that the
controller deduces from the mininet switches (with LLDP discovery, etc).
All I've been able to do is access the web GUI...how can I "tap into"
the programmatic APIs?

See https://wiki.opendaylight.org/view/OpenDaylight_Controller:Java_API_Reference but other controllers might have better API documentation.
