This sounds like something you could implement using Open vSwitch's "learn" 
extension; you might look into that if you're okay with making it specific to 
Open vSwitch.

Depending on what you're doing, you could also consider having the packet 
*always* sent to the controller and let the controller decide what to do with 
it (drop it or not).
