I think there is no reason to open any bug against openflowplugin. OFSessionUtil is part of the OFplugin He-design. Since switching to Li-design (as default design) the old one is not used and therefore OFSessionUtil is dead part of the code (while installing default features). However, taking abstract util class from another project implementation as dependency is not the good idea per se. You can obtain DataBroker via config subsystem or blueprint and you don't need dependency on OFplugin at all (except models as I'm looking into sdninterfaceapp code). I prepared the patch to inject DataBroker via CSS and remove dependency on OFP utils -> https://git.opendaylight.org/gerrit/#/c/44840. Could you please test it and let us now if there are still any issues?
