Well, as I suspected this could be mostly* a test env issue as: - After jenkins restart, the test passed 3 times for the SR2 distribution. - I cannot reproduce it in my local env.
*Note: I say mostly because there may be a bug in controller but this does not show up with good network conditions (e.g. after jenkins restart or my env), but normally when public cloud network is busy.
