I'm not sure I fully understand the question, so I definitely don't know the 
answer. Are you asking
if there is some scheduling/prioritization of packet_in messages that OFP uses? 
My hunch is that
these are just handled in a FIFO fashion.

Hopefully an OFP dev can chime in here.
