When restarting openvswitch, if the master remains the same ODL node, the pipeline flows are pushed down successfully. However, if the master switches to a different ODL node, the pipeline flows are not pushed down and it appears that the previous workaround of inserting a short delay between 'start openvswitch' and 'stop openvswitch' does not work. I've tested with a delay of 20 seconds between stopping and starting openvswitch. If I don't include the 51676 patch in the my deployment, now the master doesn't change, but 7462 is intermittently reproduced but the difference is that while most of the time the pipeline flows are successfully pushed to the device, sometimes only some of the pipeline flows are pushed (~10% of the time), while at other times none are pushed at all (< 5% of the time). I'll do more testing and let you know if I find anything else.
