It's already been +2ed, it just needs somebody to click submit. My _guess_ is that release engineer staff could even in good conscience click submit for them on a patch that has a +2, is blocking release and doesn't have a note saying "I'm +2ing this, but not submitting it becauseā¦", however I leave that to them.
