it's probably best to keep putting analysis/info in the bug directly. I know it's cropped up in several (at least 3) environments. I think Koby, from netvirt, noted it might be reproducible with just a bunch of disconnect/reconnect of ovs. He is on PTO for now, but maybe when he's back he can confirm.
