Hard to follow what you are doing here, but maybe you are using the l2switch app?
I know that will put some default flows so it can do things like learn links: http://docs.opendaylight.org/en/latest/user-guide/l2switch-user-guide.html?highlight=default flows you can add/remove flows via NB and openflowplugin: http://docs.opendaylight.org/en/latest/user-guide/openflow-plugin-project-user-guide.html?highlight=push%20flows#end-to-end-flows Not sure if it helps.
