I was just testing OVS2.8 with netvirt today, and when I did the below line, things started working. Till that not even default flows were showing up, however switch was showing is_connected : true.

Yeah, Luis found some issues with ovs 2.8.1. Main issue was the default is of 1.4 - which ODL does not support, so you need to force 1.3. [1] is a patch he has to adjust ofp csit.
