Short summary on the analysis :
From the statistic collection perspective, this should still be fine, if 
statistic collection is disabled, this issue will pop-up.

Introduced regression in Carbon:

This is currently blocking Carbon SR3 so I would suggest to fix this asap.

Also going forward I recommend OFP committers to run "test-openflowplugin-core" 
before merging a patch as this regression is caught by our CSIT.
