OpenDaylight doesn't have to be coupled with OpenStack.

I think what you want to do is going to be better answered by the openflowplugin
project in opendaylight.

Parker, I'd suggest sending an email to 
[email protected]
(actually, I just CC'd them), of which Luis is involved. I think he might even
have some experience doing some physical switch management with ODL and openflow
which is what you are looking for.
