Do you mean, is such a distinction meaningful?

Basically yes - people have a vague idea there is a distinction, but
it seems like a mirage.

If you mean that
anything functional is not artistic, that is surely a nonsense.
And any font can be used in an artistic way, no?  And if a
"fancy font" use used for artistic purposes than it has a use
and is practical.

Yes, so I don't think we can we tell apart a font of practical use
from fancy fonts used for artistic purposes.

I just wanted to find out if anyone figured differently :-)
