Well, the span is there to be able to define via CSS the kind of
separator, one likes.  E.g. look at
http://src.iws.cs.ovgu.de/source/xref/opengrok/web/polished/style.css#244

IIRC, the has to be inside the <href...>, otherwise the bar|icon wouldn't
be vertically centered wrt. the link text which follows - would look bad.

So, yes, it is intentional, that the bar is part of the link text.
I guess, everbody can live with it or even like it ;-)
