filed generic one for supplying arbitrary command line options to ctags:

This is fixed in OpenGrok trunk (will be part of 0.12 release). The
configuration artifacts are:
- default ctags config file (with extra options) location:
DATA_ROOT/etc/ctags.config
- OPENGROK_CTAGS_OPTIONS_FILE environment variable in OpenGrok shell
script which allows to override the default config file location if needed
Also, the README file has been updated with a new section describing the
above.
