Sometimes, CapacityControl seems to be freezing up, or the calls that were disconnected are not deducted from CapacityControl.  So, if an endpoint is assigned say 24 calls for a destination, sometimes no calls get connected even if there are no calls connected.  The error returned is error 34 from the GK doing CapacityControl.
 
When the entries corresponding to that IP are removed, then calls get connected again.  When the line is added, then CapacityControl starts working normally.
 
Is this a bug?
