I've successfully completed a point to point call with PacPhone to an xMeeting client (both registered to the state gatekeeper). However, when I try to call our state MCU's test loopback PacPhone reports "insufficient bandwidth." What does that mean? I have a fiber connection with lots of available bandwidth.
