Hi,

between 2.2.6 and 2.2.8 we fixed a number of bugs in the capacity
handling, but all those fixes are also in 2.3.0.
The only intended change between 2.2.8 and 2.3.0 is the fixed
round-robin, which was broken in 2.2.8 and works again in 2.3.0, but
it should respect priorities and capacities.
