This sounds exactly like the problem I was having.  Below is what
fixed it for me.

ExternalIP=my.dyndns.account
ExternalIsDynamic=1

You can ignore the Dynamic statement and just use an IP for ExternalIP
if you want.  Curious to see if that works.
