yes it is GPL.
Actually, it is written in perl. The project was started several years
ago, when cgi-bin was all we had...
I would probably do things differently if I had to start over today.
perl is great for hacking and getting something going, but for large
projects, it has "maintainability issues". Currently, I am using C++
for larger projects. OTOH PIMS has a bunch of different modules, which
are more or less independant, so not that bad...
