whether or not the many references to linux in the same space as open
source, as well as the references to IETF and standards, are intended to
indicate tight coupling I can't say.
I do believe that many of us referencing linux and IETF have been
primarily interested in them as succesful patterns of type "open source"
and "standards body" that might be familiar to many decision makers in
healthcare. This helps build credibility and momentum in a world, such
as health care in the US, which is very risk averse and conservative.
An an interesting example: About seven years ago, the networking group
I was then part of, was floored when we were informed that the CIO of
our hospital was against using TCP/IP because he thought we had invented
it!
