that would be most people's point of view, I think, especially in
general practice where most of the health record might be text and
numeric data rather than images, and especially if the health record
were delivered in an interactive web context in which images (not from
the record) were used to construct an interactive web page, e.g. live
video of the GP duriing the consult.

But I think we still have something to learn from DICOM
