This is more subtle than an on-off switch, and is really
about where power resides. MS will not have this feature
for their large customers, i.e. big business and large
educational instituitions.
So that leaves primarily individual consumers and small
business folks attempting to leverage MS direction.
Meanwhile, MS software is pretty cheap at large edu's like
umich and we have no such licensing restrictions, we can and
do re-install frequently. At one time, our hospital had
rolling nightly re-installs of complete image's, which
included the OS and all supported applications.
