If you go ahead with this project as suggested below I would be very interested in, at a minimum, observing the process, and perhaps participating, depending on the fit with my skills (i.e, Java, XML, PDA programming, no Linux or Zope). 

Andrew, after taking a look at the www.TxOutcome.Org site a couple of times I can tell there is a lot of something interesting going on there, but I must confess I cant figure out exactly what, and I suspect other innocent bystanders might have the same difficulty.  Could I ask you to provide a thumbnail sketch of the project from the perspective of the functionalities and services it is meant to provide to the end user, as opposed to from the perspective of the implementing technologies?  thanks
